Away from the political theories framing the regional and international systems. Observers and readers of Western policies cannot hide the fact that the American elections are among the most important and most famous democratic elections in the world, due to their connection to the size of the United States and its international weight, and to the influential strategies adopted by any American administration in dealing with most regional and international files. On the American elections and the anticipation of the next president, the scene of global waiting, with the general feeling that it has always been an effective mechanism in shaping US policy, and indeed international politics in general.
Of course, we are facing unconventional elections, which differ from the prevailing pattern in their predecessors, based on three factors:
First – The current President Donald Trump is a stubborn merchant standing on one of the most important and prominent pyramids of businessmen, in addition to that, he does not have a long political history, or that he is a major party leader, which explains his controversial performance during the past four years.
Second – Trump filled the world and occupied the people with his unfamiliar statements, his unprecedented stances, his intense frankness, and his departure from the rules of political and diplomatic decency.
On the other hand, his opponent, Joe (Joseph) Biden, possesses a faint personality that is not influential in the political sense of the American voter, in addition to that Biden is entering the election battle against a veteran merchant, who knows exactly where to eat the American shoulder, with its internal and external policies that matter realistically And my work is the American elector.
Third – Biden, a Democrat, is seen by the Americans in a way that does not fulfill the aspirations of the majority of Americans.
Within this, it seems clear that the campaign literature for both Trump and Biden comes within the framework of the positive impact on the American voter, and the establishment of a scene through which an influential and effective American public opinion is engineered in the orientations of both candidates, and therefore there are fundamental differences in the manner of dealing with various regional issues. The international relations between Trump and Biden can be summarized in three data:
First – Donald Trump has a clear policy towards China and its role in all its regional and international dimensions, as the man is severe hostility to China, especially after the outbreak of the Corona virus, so that Trump reduces the state of hostility to the words of the Chinese virus, and on the other hand, Donald Trump has devoted his foreign strategy in the context of Mobilizing the American treasury, as the practices of political robbery of Gulf money and the creation of an Iran phobia theory were the secret number of the American treasury, the logic of the businessman and his ingenuity in investment and attraction, Donald Trump has mastered the practice of this aspect, and employ it in the context of his foreign policies.
Biden, in turn, is particularly keen, according to his policy, to increase pressure on China, but with Beijing’s containment and appeasement, as the US accusations to China, in terms of causing them to increase carbon emissions, can be summed up through the projects that Beijing implements as part of the Belt and Road Initiative, and Biden blames Russia for its activities. In the Arctic, he intends to seek, within the framework of the Arctic Council, to introduce a global moratorium on mining on the Arctic shelf, under the pretext of protecting the fragile ecosystems in the region.
Second – Joe Biden hopes to restore America’s respect in the world, and to this end Biden intends, first of all, to repair the damage caused by the Trump administration to the foreign policy of the United States, rebuild traditional alliances and restore relations with international institutions.
Biden intends to join the Paris Climate Agreement, rejoin the United States to the World Health Organization, and resume America’s participation in the 2015 Iran nuclear deal, and Biden intends to maintain arms control agreements and renew the New START treaty.
Focusing on the climate change agenda, which Biden has described as a major threat to national security, will be the major shift in US foreign policy under the Biden era. This means that US sanctions can target those who undermine measures to overcome the negative consequences of climate change. Borrowing from his former opponents in the “left” democratic camp, Biden pledges to make US trade policy an important vehicle for securing concessions from other nations on environmental and labor standards, as well as human rights issues.
Third – Biden’s agenda will certainly have resonance in Europe, as will his promise to return to traditional Atlantic politics. But Biden’s election will likely change Washington’s foreign policy rather than its essence, become softer with the outside, and treat allies more courteous compared to Trump’s approach, but the substance may remain the same.
The truth of the matter is that the European Union is trying to restore its role as the cornerstone of the international system, or even as a counterweight to the United States, especially after Trump’s policy that framed most of the European orientations on multiple issues. The European Union boils down to two streams, one of which wants to move away from the United States to restore the full and real role of the European Union, and the other is the yearning of many Europeans to preserve the US leadership in the first place, especially when it comes to defense, environment and climate issues, as Europeans still hope for Using America as a “counterweight” in their relations with Moscow and Beijing.
Regardless of the results of the US elections, but in the depths of the upcoming American scene, the confrontation between America and China will remain a fundamental struggle that has regulatory determinants directly related to limiting China’s international role, although Biden has not yet paid attention to China in his campaign speeches, but the differences Between him and Trump it now appears wholly diplomatic as there is a strong bipartisan consensus in the United States on the need to contain China.
