United Nations Security Council: A Historic Decision Cementing Autonomy in the Moroccan Sahara
An analysis by Dr. Nabil CHITI, Chairman Nominated of the United Nations Association Congress – United Kingdom 2023
On October 31, 2025, the United Nations Security Council took a decisive step towards resolving the long-standing conflict over the Moroccan Sahara by adopting a historic resolution fully endorsing the Moroccan proposal for autonomy in this strategically important region.
This solemn act represents a major advancement in the political negotiation process, offering a peaceful and sustainable path to settle a dispute that has persisted for decades.
The favorable vote of eleven members out of fifteen, including major powers such as the United States, the United Kingdom, and France, confirms a broad international consensus supporting a Moroccan solution accompanied by substantial autonomy for the local populations, while fully respecting the sovereignty and territorial integrity of the Kingdom of Morocco.
It is noteworthy that three countries—China, Russia, and Pakistan—chose to abstain, while one member did not participate in the vote.
This resolution explicitly reflects the differentiated and balanced strategy of the Kingdom of Morocco, which combines firmness in preserving its territorial integrity with a vision respectful of human rights and the socio-economic aspirations of the Sahara’s inhabitants. It reaffirms that solutions based on dialogue and compromise among stakeholders are key to a peaceful and prosperous future for the region.
In the complex regional context, marked by historical tensions and multiple challenges, this Security Council decision not only enhances Morocco’s credibility as a central actor in North African stability but also highlights the fundamental role played by the international community, particularly the United Nations General Assembly, in facilitating peace and development.
As Chairman Nominated of the United Nations Association Congress in the United Kingdom and an active member of this institution, Dr. Nabil CHITI warmly welcomes this major advancement with great optimism, which underscores the primacy of international law, constructive diplomacy, and mutual respect among states.
Dr. CHITI reiterates the call to the international community to firmly support this political process, ensure the respect of the ceasefire, and collectively work towards a durable resolution of the crisis.
This historic resolution opens a new era for the Moroccan Sahara and the region—a new era of unity, reconciliation, and enhanced cooperation, which must be built on the solid foundations of shared commitment to peace, security, and human progress.
