The activities of the international conference on the return of refugees were launched in Damascus, amid speculation that it would not succeed due to the political disputes between the various active and influential forces in the Syrian file, in favor of linking its success with political components based on the vocabulary and headings of the political solution to the Syrian crisis, and before that work on drafting a new constitution, in addition to On the scenarios that could be employed, as part of an action plan that creates the appropriate ground for the return of refugees.

Within the general framework of this conference, it can be said that it is a platform through which to objectively discuss a range of issues related to helping Syrians return to their homes and restore the unity of the Syrian people.

But in the depths of the scene, it seems clear that the regional and international atmosphere is not helpful to create an atmosphere for the success of the conference, because a number of active states refuse to come to Damascus, and the active states consider that the solution to the displacement crisis is not separate from the comprehensive political solution in Syria and the region. Such a conference will be without a positive outcome.

The main point, of which it is necessary to refute its parts within the context of the conference, revolves around that the return of the displaced needs billions of dollars to be funded, and the payment depends on the Europeans, the Gulf and America in particular, and since the Gulf is not enthusiastic about such a process, and the Europeans are plunged into an economic crisis due to the repercussions of the Coronavirus. Draining their finances, every talk about securing financing is out of context.

On the other hand, the refusal of some countries to come to Damascus, then we are facing an international game of tug-of-war, as each side clings to its position, which means not securing the minimum level of regional and international consensus aimed at making this conference a success, and placing it as a lever to start the path of a political solution and reach To the consensuses that are employed in the reconstruction files, the return of refugees, and many effective and influential economic files in engineering a political solution that fulfills the conditions of Damascus.

Of course, this conference is a paper with political investments related to the attempt to neutralize the refugee card and prevent its misuse and political exploitation by many regional and international parties, in short, the success of this conference is not based on the desire of Damascus, Russia, Tehran, Beijing and other allies of Damascus. But the fruits of success will not be reaped before the clarity of the picture in the United States, and a round table that brings together Moscow and Washington, to reach understandings on Syria in long-impact formulas.
